New web site for OBIS USA

The regional OBIS Node for the USA has a new web site, on http://www.usgs.gov/obis-usa. Please join me in congratualting Philip Goldstein and Mark Fornwall on a job well done. At the international OBIS Project Office we'll change all references to the OBIS USA site to the new URL; if you would find references to the old one, please let us know asap. The metadata also contains references to the web ite - these will be updated when we next load data to the international OBIS site.
